Cat lives on a low-income street in Baton Rouge where most of the homes were heavily damaged by the Louisiana flood, and are now gutted. Life is hard for many in this predominantly Vietnamese-American community, but for Cat it’s close to unbearable since the flood, after which his elderly mother is still missing. The aid he receives from Tzu Chi is a spark of hope in a dire situation.
