Heavy rain began on August 11, and dropped 7.1 trillion gallons of water on the greater Baton Rouge area causing deadly floods. Tzu Chi USA’s disaster assessment team arrived in Louisiana on August 23, eager to collaborate with other aid and charity organizations to mount a relief effort. But the task ahead will be difficult, as even organizations like the Salvation Army and local food banks were gravely affected.
